The property is ideal if you want city and beach life. The rooftop pool was great with views you cannot get from ground pools!
We were upgraded to a Master Suite which was spacious and clean. We had an issue with the AC in the last couple days but were told it was because you could not set the thermostat lower than a specific degree which was not the case or problem. We had friends in another room that had to use extra blankets because it was so cold. However, we did not press the issue too hard with the staff so more on us than them.
Bar staff and servers in all locations were attentive and personable.
Food selection was great - smaller facility means more taste and quality when not mass produced.
We also chose the Elite option and visited the other 2 sister resorts a few times. Playacar had a great beach and Coco Beach was smaller but also very nice. The shuttle service was a bit confusing (need to be on a list?) and can get full so make sure you check before going.
All in all a wonderful stay and we will be back!

While the Hotel was great there are a couple of things to consider.
1 - this hotel has only one pool and there is loud house type music playing all day, if you like a quiet time at the pool this isn’t for you.
2. There is a lack of sun-beds and although they had signs saying no reserving nobody took any notice.
3. Although it is a small hotel they allow day visitors so the pool area gets very busy.
4. The hotel advertises 3 restaurants and the rooftop snack bar but some nights there would only be 1 restaurant open and others only 2. There was never a time when you had a choice from all 3 restaurants.

This being said we had a great time, the food and drinks were good and the access to 5th avenue and all the bars and restaurants was excellent.

The pool had floaties in it every day, needs cleaning. Our room had dirty floors like it wasn’t mopped from the last guest and the hand soap and bath soap was empty. Lobby’s air freshener was way too strong.

First day they gave us the wrong bed. I came with my friend and we booked 2 queen beds. They gave us a king. They did change it next day but it just put a sour start to the trip. Also the shower water wasn’t even luke warm it was cold the whole stay and the wifi was on and off. Also one day I was sitting on the balcony and I came back in and the cleaning lady was in my room holding my wallet. She gave it back to me but a $50 Canadian was missing. The hotel did offer to give me a 50 credit for something in the hotel. The food was good and the hotel looked nice but i definitely wouldn’t call it 4 stars with how it was. Also the food is done at 10pm which was annoying. I wouldn’t come back

The property is very nice and well maintained! It’s a little deceiving from the outside because it is located right in the city as opposed to larger resorts.
My room was spacious and clean… kept perfect by staff.
The rooftop pool area was larger than expected. I enjoyed the different parts… although the main area next to the pool has limited seating, so get there early. And the poolside DJ created a great vibe!
The rooftop dining was excellent IMO. I ate there daily. Speaking of food, the breakfast spread was adequate and tasty.
While, overall I thoroughly enjoyed my experience, I found the need to make reservations daily for the one main restaurant a minor nuisance.

Rooftop & pool are beautiful - music is quite loud in the afternoon, so just to note if that’s not your vibe. Would 10/10 recommend and would book again in a second.

Staff were inconsiderate and caught lying. Travel agents that looked after the excursions did nothing to assist when our excursion was a disaster. This was all booked through them direct at the hotel. The paid transportation ran an hour and a half behind. We were misinformed about how many people in our excursion. It was boring and not what we asked for or expected lunch was not provided to us because they ran an hour and a half behind. They refused to accommodate us or refund a partial amount. Rooms are extremely loud if you are street side. Food is horrible and do not pay for the all inclusive. The lovely lady was sitting at the right when you walk in and was the only one that was kind and helpful. Do not recommend this hotel. Stay at the Hyatt Centric. Much better in every way.

I had a wonderful stay at The Reef 28 Hotel. The facilities were super clean. The staff were all very courteous and kind. They were always ready to help at a moment's notice. The amenities were also a great perk of this hotel. I loved the rooftop pool, it gave beach club vibes. The location was very convenient to everything as well. 11/10 definitely recommend.

This was the first time my boyfriend and I stayed at this hotel. The pre-registration process was seamless, though it did require more information than we’re accustomed to providing at other resorts.

Check-in was relatively easy, and the employee who assisted us was genuinely kind, especially considering we requested a room change due to the noise level outside of our initial room.

The restaurants were unexceptional overall; however, we did enjoy the rooftop restaurant. One suggestion would be to add a buffet-style option to complement the existing dining choices.

In-room USB charging ports would be a welcome addition, particularly for international visitors who use 220-volt plugs. The highlight of our stay was definitely the rooftop bar and pool area. With the DJ, drinks, and food, it created a very pleasant and enjoyable atmosphere. Exceptional employees-Stephanie, Roberto, and Freddy, made dining and lounging by the pool an absolute delight.

All in all, the hotel was cozy, accommodating, and friendly.

The food and service aren’t great .. all inclusive .. there are stars next to all the food we wanted to order .. Star
Means there’s a charge for those items. The hotel is clean. Rooms are spacious. Rooftop is awesome. Drinks are SO watered down .. barely any alcohol in them and only the CHEAPEST alcohol is included. Location is great. Service isn’t. You’re lucky if they clean your room every day. We could NOT contact the hotel before our trip.. no response to emails. They don’t answer calls. The phone in the room doesn’t work..
You have to go down for everything! They said they would fix the phone and they didn’t. So you don’t bother the front desk, they don’t fix the phones. The NOISE OUTSIDE, made us loose so much sleep! Partying and CONSTRUCTION. The food got very repetitive. 2 restaurants and a rooftop. You need reservations for the restaurants or you’ll have to wait. No room service. They are not super friendly. They won’t go out of their way for you at all. The location is great, but too loud.
Bring a bar soap and conditioner.

For the price and claim of the hotel, it did not feel luxurious at all.
Bad smell in the room, meals that had barely any vegetarian options. We were also greeted by payment of another 50$ when we got to the hotel, which was not mentioned in the booking process.
We wished to work out on the gym, which is said to he open 24hours a day in the website, but actually closes at 21. The staff seemed very close minded to help…

The hotel is very nice, and most of the staff are friendly and welcoming. However, the all-inclusive option is somewhat misleading. The restaurant menus have very limited choices for all-inclusive guests, and all restaurants close at 10 p.m., leaving no food options if you’re hungry later. In addition, even with the all-inclusive package, there is a $15 USD fee to access the sister hotel. Overall, we enjoyed our stay, but the restricted restaurant menus were quite disappointing

Biggest advantage of this place is the rooftop. Nice pool, lots of lounge chairs, ocean views, it's great.
The rooms are average. Good size, but some issues (faulty toilet, patio door didn't lock). But generally comfortable.
Location is central and walkable to many fun restaurants.
Can be very noisy on some nights, especially with a room facing the street since there is a night club that will blast music into late at night (at least on the weekend).

Review: The Reef 28 — stressful, noisy, and an accusation that ruined our holiday

I rarely leave reviews, but I feel genuinely obligated to warn others about our experience at The Reef 28.

First we have been to Mexico 5 times before but this is the first time we have experienced anything like this. Normally we experience exceptional service and we have to say most of the general service staff were pretty good.

I honestly don’t know where to start, because this stay was one of the most stressful and unpleasant hotel experiences I’ve ever had.

We simply asked for help installing our Amazon Fire Stick. I’m 62, and the TV in the room is not something you can casually “mess with” — it’s solidly bolted into an extremely heavy frame and clearly not designed to be removed without proper tools and more than one person. Despite that, we were accused of breaking the TV.

What happened next was the worst part: a manager (name starting with D) escalated the situation and sent misleading photos to Expedia claiming we “scratched the TV and caused the LED to break.” We were then threatened with police involvement if we didn’t pay for the TV. I cannot describe how intimidating and upsetting this felt in the moment — it genuinely felt like we were being pressured into paying for something we did not do.

Thankfully, I had the presence of mind to record several videos — including footage of D and a large security guard in the room while further accusations were being made.

Overall a nice place, the spa hydrotherapy was nice with all the standard features of a 5 star hotel. The food was not the best but definitely not the worst which is why the 4 star rating but the highlight of the stay was whoever was cleaning my room 3406 did an Amazing job, even comparable to a four seasons stay of service and cleaning which was mind blowing to me, from folded clothes to braided cables and much more she truly did an amazing job. Overall a great place to stay and would come back!

The staff was friendly. The lobby bartenders were great. The rooms were spacious and clean. The gym was decent size, and appropriate for the number of rooms. The hotel was in a great location! You could walk to the beach or to 5th avenue where many of the restaurants are. You could also walk to the ferry terminal to go to Cozumel. For the price paid, the property had great value and we would definitely visit again. The property isn't all inclusive for everyone and you have to opt in to a certain package. There are different packages and depending on which one you pick you'll get a different wristband. What we were entitled to based on our package was hard to remember, but we eventually figured it out. Since the all inclusive was not standard, there are checks that are delivered at the end of each meal (not including the breakfast buffet) that you have to sign and you can't just walk away. We found that to be annoying at times when we wanted to head out and couldn't find anyone to help.

Only problem we had were with the rooftop. Pool and two Jacuzzi's were in very bad condition. The concrete was deteriorated very badly, was rough and the bottoms had pieces of concrete that hurt your feet if you stepped on them. Only one jacuzzi had hot water 4 of the 10 days we were there. The other jacuzzi never had hot water.
Rooftop didn't have enough laydown chairs had to go to the beach and pay to get a laydown chair.
The rest of the hotel would get a 5 star rating.

We stayed at The Reef 28 for 7 days & loved every minute of it. It's steps away from both 5th Avenue & the public beach. The eating areas, lobby, rooftop & room were clean! The staff was pleasant & very helpful. If you are planning to eat dinner, you have to make a reservation -- breakfast & lunch are open. What is & isn't included in the all-inclusive package will be made clear to you. Just make sure you're playing attention when they give you the tour! We were able to access the sister resorts which are just as nice.

The hotel is super loud in the morning. Expect to be awoken at 6 am every morning as the staff prepare for the hotel breakfast. Even with a noise machine we could not drown out the sound of plates and cutlery slamming into each other. Would not recommend or return here.

I don't know where to start. Ill start by saying Brenda,manager tried her best to help me but it was too much to overlook. Alejandro, Antonio (bellman, and Bruno at the bar were very hospitable! Manager Malo was very nonchalant and unsympathetic. Staff never smiles or says hello.

-Even though this is listed as a adults only property I saw kids. I asked staff for cllarity and they said \"Oh they just walked in from the street.\" Thats a safety issue for me.
-They dont have butlers/daily room service but have multiple signs warning they're not responsible or missing items left in room. Concerning because your room key dbls as a key for your safe
-Nothing is open late
-Deceiving room view/very noisy at night. All you hear is sirens and screeching tires
\"All inclusive\" but they make you pay for the good food like steaks or sides
Low water pressure
Tripped over big wet towel on floor right when you get out of the elevator
Felt discriminated for being young and black

⭐️⭐️ (2/5) – Disappointing Experience Despite Great Staff and Location

I stayed at this hotel for 10 days with the all inclusive package, and while there were a few positives, overall, the experience fell short of expectations.

The Good:

Gabriel, one of the servers, was fantastic, friendly, attentive, and always went above and beyond.

The location is great, and the rooftop area is definitely a highlight with beautiful views.

The Not-So-Good:

The hot tub was cold the entire stay, which was really disappointing given how often it’s advertised.

The pool water was dirty and it didn’t look properly maintained.

The “all-inclusive” package isn’t truly all-inclusive, several items and amenities have extra charges, or time limits which wasn’t clearly communicated.

The staff overall didn’t seem happy, which unfortunately reflected in the general service atmosphere.

Service times were very slow, with wait times of up to 40 minutes just to get a drink.

The sauna and spa pool are not included in the all-inclusive package, and to make things worse, the spa pool was also cold.

Overall, while there were some bright spots, the poor maintenance, inconsistent service, and misleading “all-inclusive” offering made this stay disappointing. With a few improvements in management and guest experience, this hotel could be much better.

Rooms were big and spacious. Noise from the streets were a bit loud, but didn’t ruin the experience. Beach access was pretty close, very short walk. Food was pretty good! Breakfast buffet was great! Wish they had a lunch buffet but Rooftop food was our fav! Only downside was they only had 3 restaurants to choose from for dinner. More options would’ve been nice but not a deal breaker. Rooms were clean but both showers were out of shampoo and soap. Staff could have been friendlier, many times walking into the lobby we weren’t welcomed because the entire staff was on their phones, not helping people, standing and on their phones. We stay in Mexico at least once or twice a year and it’s usually odd to walk by any staff and not be created. Food at rooftop was better than the food in the restaurants. When checking out, no one offered to help with luggage and that has never happened any where we’ve been. Think that all goes back to the lack of friendliness.

Breakfast was delicious, and seating was usually fast. Clean spacious rooms to sleep in. Most the staff are very prompt and courteous. I enjoyed most my dining experience except for the Mexican restaurant (had to wait 40 minutes for a water and beer to be served, reminded staff and finally got it after walking up to the restaurant bar…the restaurant was not busy at all).

Overall, this was the perfect place for my vacation and exactly what I was hoping for. The food was great (with the exception of the Asian restaurant), the staff were outstanding—especially Alejandro, who went above and beyond throughout my stay—and the room was spacious and comfortable.

A few small things to note:

The pool area showed some wear and tear.

The early morning music (around 6am) was extremely loud one day—my room was actually vibrating!

The airport transfer on my return trip didn’t feel roadworthy, and I wouldn’t recommend that particular service to future guests.

One major caution: be aware of the “free gifts” offered at check-in. After traveling since 2am, I was exhausted and ended up being pulled into a timeshare presentation. It took up half a day of my vacation and felt misleading. So travelers, just be cautious about that part.

Otherwise, the resort itself was wonderful and the staff made my stay memorable.

Beautiful hotel, amazing staff- but unless you want to be blasted by spring break LOUD music find somewhere else to stay. The vibe is not for anyone who wants to relax.
