The room was spacious and clean. The staff was friendly and helpful and held our bags since we arrived in Kyoto before check in time. The hotel was conveniently located near a train station and several convenience stores. Only complaint was that the bathroom was on a steep step that was not labeled. My friend and I stumbled on it a couple times before getting used to it.

Our room was larger than our other Japanese hotel experiences. It was clean and so close to the station that it is impossible to miss. Convenient grocery and take away options nearby, as well as restaurants. I was visiting family in Ishiyama, one JR stop away, which was very convenient.

I’ve stayed here countless times and usually it’s a great experience but this time was quite the exception. The staff at check-in (first time seeing this staff) was quite…rude or unfriendly for lack of a better word. No greeting upon check in (after saying checking in and giving my name), I hand my residence card (didn’t ask if it’s ok to make a copy like usual), the room was for two guests (one key this time), and didn’t even tell me the room number (just handed me the slip of paper).

APA HOTEL〈BIWAKO SETA-EKIMAE〉had great staff, some of which spoke English. The WIFI worked well, and the rooms were clean. The hotel is next to Seta station, it is also close to shopping and restaurants.

They changed the name of the hotel on the exact day I was to check in, so when I got there and saw a different name on the hotel that I thought was going the be the Seta Urban Hotel and saw that it said Apa Hotel instead I had to call the Hotel just to make sure it was the correct Hotel.
Other than that the hotel is in a good location right in front of the train station and restaurants and convenience stores nearby.
Parking is limited so you have to call the hotel before hand to reserve a parking spot if you are coming by car.

Nice hotel close to the JR station
I stayed at the hotel since the JR of local transportation service was stopped by strong raining. In spite of my sudden reservation via this Expedia system, the hotel people are kind and did prompt response for me. Also the cost was not expensive. It was nice.

Give Seta Urban a try - you won't regret it.
Excellent hotel in great location. Was only about 20 mins by train from Kyoto Central station but make sure you get a local train and NOT a special rapid express as they do not stop at Seta. The short 20 min ride was well and truly off set by the much cheaper than Kyoto price !! The lobby/lounge area was roomy and had a good supply of guide books to borrow whilst there. Breakfast in the attached cafe was very reasonably priced and excellent quality. Two combini stores right next door if the cafe was not to your liking. Staff spoke great English and were very helpful. Very close by train (2 stops) to Otsu and Lake Biwa. Although Seta is not a bona-fide tourist location it was still a great place to camp and use as a base for your adventures. Last, but not least, it is virtually right next to the station and that is a most welcome sight when you are lugging your bags..!!

Value for money. At first I had my anxieties but things turned out very well. Couldn't get a room in Kyoto so had to stay here. The staff are very warm, friendly and helpful despite the language barrier. Convenience stores and eateries nearby.

Good hotel for business purposes in Seta and a decent inexpensive tourist choice as a base for exploring Kyoto. Hotel is a bit on the old side with older furnishings but acceptable. Room size was decent, especially for Japan. Two convenience stores right outside the front door. Easy to find from Seta(Shiga) train station....4th floor lobby. Many taxis available at the station. Breakfast was good with choices of either western or eastern fare. Breakfast cafe (Cafe Figaro) staff were friendly. Easy access (15 minutes) to downtown Kyoto for a fraction of the price of downtown Kyoto hotels.
